    President Johnson tried to communicate to North Vietnam a message to de escalate by drawing up a list of targets 1-200. He was told that if the US bombers erased targets 1-5 the US would win. But Johnson did not want to widen/escalate the war . So he started at the bottom…… and gradually worked up.

29. For those wondering, we do not use carrier assets exclusively unless we must. In most cases, there are many other assets available. If there are other military assets available for a mission, the risk is assessed and those assets are used (e.g., B1 bombers from the continental US). This means our carrier battlegroups are still fully armed with the weapons and assets needed to launch a far larger attack over a long period of time.
